Eastleigh Town Council manages several allotments in the local area. These sites provide opportunities for residents to grow their own fruits, vegetables, and flowers, fostering a sense of community and promoting a healthy, active lifestyle.

Please note that to be eligible for an allotment, you must reside within the Eastleigh Town Council area. Applications from those living outside the Parish of Eastleigh Town will not be considered.

  • St Catherines, Boyatt Wood: 80 plots (with water, toilets and communal store)

For residents living outside the Eastleigh Town Council area, please contact your local Town or Parish Council to check availability in your area. Applications from those living outside the Parish of Eastleigh Town will no longer be considered.

Plot cost

Allotment plots are measured in rods, and the cost per rod depends on the facilities available at each site. Below are the current rates for 2025/26:

For example, in 2025/26, a 5-rod plot at Burns Close will cost £60 per year, while a similar plot at Lakeside will cost £65 per year.

There is also a one-off set-up fee of £30 when you take out a new allotment tenancy. Additionally, a fixed deposit of £60 is due upon signing the tenancy agreement.

Pricing Structure 2026/27

Following representations made at the Asset and Open Spaces Committee meeting on 21st January 2026 from plot holders advising that, although a pricing update was issued in September 2025, not all allotment holders had received this, the Council took steps to ensure fairness. At the meeting, Members agreed to:

  • Defer the implementation of the allotment rent increases to allow time for review and consultation, in order for the Committee to confirm the rates for 01 October 2026 to 30 September 2027 at the next Asset and Open Spaces Committee in March

  • Issue invoices to the allotment holders at the 2025/26 rates for a six-month period from 01 April 2026 – 30 September 2026

The Asset and Open Spaces Committee members met on the 11th March 2026 and reviewed feedback from the online consultation in February and early March 2026 and agreed that the new billing arrangement will also:

  • Remove the previous pricing levels by site, and standardise the rate across all allotment sites.

From 01 October 2026 to 30 September 2027, the rates will be:

  • £14.00 per rod

  • £2.50 per rod for water

The Council continues to encourage plot holders to conserve water, as reduced usage will help lower costs. Rainwater harvesting across allotment sites is also being explored to support water efficiency.

Concessions Policy

We are pleased to offer a 20% discount on allotment fees for eligible individuals who meet one of the following criteria as of April 1st or upon the commencement of their tenancy agreement:

  • Pensioners receiving a means-tested benefit (Pension Credit).
  • Individuals receiving Universal Credit or any legacy benefits.
  • Individuals with a disability who are receiving Universal Credit, PIP (Personal Independence Payment), ESA (with enhanced or severe disability premium), or legacy benefits.
  • Individuals receiving Carer’s Allowance.

Over-60s Discount

The over-60s discount is a reduction in allotment fees that was previously available to plot holders aged 60 and over under Eastleigh Borough Council (EBC) arrangements. When Eastleigh Town Council (ETC) took over the management of the allotments on 1 April 2024, it honoured the discount for existing plot holders but no longer offered it to new plot holders aged over 60. Instead, ETC introduced a means-tested concession policy.

Following two Equality Impact Assessments considering both the full removal and retention of the discount, the Council decided at the Full Council meeting on 24 September 2025 to phase out the over-60s discount. The discount will reduce by 10% each year, ensuring a gradual and predictable transition while giving advance notice to those currently receiving it.

The phased removal will take effect from 1 April 2026, based on a 5-rod plot at Level 3 2026/27 rates:

2026/27 – 40% discount

2027/28 – 30% discount

2028/29 – 20% discount

2029/30 – 10% discount

2030/31 – 0% discount

Plot holders who are eligible for the Council’s approved concession policy (adopted at the Full Council Meeting on 25th September 2024) will need to apply for the 20% concession once their phased discount reaches the 20% level.
